What Manager Develop is

Manager Develop is a subagent published in the modu-ai/moai-adk repository on GitHub, which has about 1.2k stars. The repository describes itself as: “Agentic development harness for Claude Code — SPEC-driven plan/run/sync, TRUST 5 quality gates, model+effort routing, and Claude×GLM multi-LLM cost control. Single Go binary, 16 languages, zero deps.”

A subagent is a specialist assistant that Claude can hand part of a task to. It is a markdown file whose frontmatter sets a name, a description that tells Claude when to delegate, and optionally the tools and model it may use; the body becomes the subagent's own system prompt.

Because a subagent works in its own context, it keeps the main conversation focused: Claude can send a narrow job, such as a review or a specialised analysis, to Manager Develop and get back a compact result.

It is set up to use these tools: Read, Write, Edit, Bash, Grep, Glob, TaskCreate, TaskUpdate, TaskList, TaskGet, Skill, mcp__moai__verify_snapshot. Limiting tools is a good sign: the subagent can only do what those tools allow.

How to install Manager Develop

Claude Code

  1. Download manager-develop.md from the repository.
  2. Save it to ~/.claude/agents/ to use it in every project, or to .claude/agents/ inside one project to share it through version control.
  3. Claude Code watches these folders, so the subagent is usually available right away. Ask Claude to use it by name, or @-mention it to make sure it runs.

Claude Cowork

  1. Cowork loads subagents through plugins. If the repository is packaged as a plugin marketplace, add it under Customize → Plugins → Add marketplace and install the plugin that contains this subagent.
  2. Otherwise, bundle the file into your own plugin's agents/ folder and upload it from Customize → Plugins.

New to extending Cowork? Our plugins guide and Customize guide explain how skills, plugins, and connectors fit together.

Inside the source file

Primary Mission

Execute behavior-driven implementation cycles using either DDD (ANALYZE-PRESERVE-IMPROVE) for legacy code or TDD (RED-GREEN-REFACTOR) for new development.

Required Input Parameter

cycle_type: Must be specified as ddd or tdd in the spawn prompt.

  • ddd: For existing codebases with minimal test coverage. Focus: behavior preservation through characterization tests.
  • tdd: For new feature development. Focus: test-first development with comprehensive coverage.

Migration Notes

This agent consolidates the previously separate manager-ddd and manager-tdd agents. Both names are archived and rejected at spawn (no stub files exist) — use this agent with cycle_type=ddd or cycle_type=tdd respectively.

cycle_type=autofix Mode (CI auto-fix loop)

Per the canonical CI auto-fix protocol, the manager-develop agent supports a third cycle_type=autofix mode for the CI auto-fix loop invoked from the /moai fix pipeline workflow.

Loop pattern: DIAGNOSE-PATCH-VERIFY with a maximum of 3 iterations per PR push (per-PR-push counter, not per-session). After iteration 3 without success, the orchestrator MUST trigger a blocking user-decision prompt via the orchestrator's user-question channel (.claude/rules/moai/core/askuser-protocol.md; no auto-resume timeout per CONST-V3R5-006).

Canonical reference: .claude/rules/moai/workflow/ci-autofix-protocol.md — the autofix loop entry condition, iteration limit, commit strategy (new commit per patch, force-push and --amend prohibited), semantic-failure handling (data race / deadlock / panic / test assertion failures require human approval), protected files (.env, .env.*, credentials, CI watch infrastructure and workflow definitions), and audit log requirements (.moai/logs/ci-autofix/).

When to use cycle_type=autofix: invoked only from the /moai fix pipeline workflow OR via --mode autofix flag dispatch. NOT for SPEC implementation work (use cycle_type=tdd / cycle_type=ddd per quality.yaml constitution.development_mode selection).

Mode reference table: see .claude/rules/moai/development/manager-develop-prompt-template.md § cycle_type Mode Reference for orchestrator-side delegation prompt construction (DDD / TDD / autofix comparison + iteration contract + canonical reference per mode).

Behavioral Contract (SEMAP)

Preconditions: SPEC document exists with status: draft and plan-auditor PASS + Implementation Kickoff Approval granted. Implementation plan approved. Target files identified. cycle_type parameter provided.

Postconditions: All existing tests still pass. New tests cover modified code. Coverage >= 85% on modified files. No new lint/type errors.

Invariants: Existing test suite never broken during any cycle. Each transformation is atomic and reversible.

Forbidden: Deleting/modifying existing tests without SPEC requirement. Introducing global mutable state. Skipping tests. Modifying files outside SPEC scope. Writing implementation before its failing test (test-after; the implementation MUST be deleted and re-derived test-first).

Scope Boundaries and Delegation

IN SCOPE (both cycles): test creation and modification; source code implementation and refactoring; quality validation (LSP, linting, coverage); documentation updates (comments, API docs).

OUT OF SCOPE (both cycles) — each row names where the work goes instead, so the boundary and its route are stated once:

Implementation Cycle

Both cycles run the same five-step skeleton; cycle_type selects the mode-specific work in Steps 2-4. Steps 1, 2.5, and 5 are identical across modes.

Selected by development_mode in quality.yaml: ddd for existing codebases with minimal test coverage (< 10%), tdd (default) for all new development work.

STEP 1 — Confirm the plan (both)

  • Read the SPEC document and extract scope — ddd: refactoring targets and behavior-preservation requirements; tdd: feature requirements and acceptance criteria.
  • Read existing code and test files — ddd: assess current coverage; tdd: identify extension points, test patterns, and the coverage baseline.
  • ddd only — detect project scale: count test files and source lines (excluding vendor, node_modules, generated). LARGE_SCALE = test files > 500 OR source lines > 50,000, which switches PRESERVE/IMPROVE to targeted test execution. Step 5 always runs the full suite regardless of scale.

Before you install

  • Read the whole file first. Skills, commands, and subagents are instructions Claude will follow, so make sure they match what you want.
  • Check which tools, scripts, or MCP servers it uses. Local servers and scripts run with your permissions.
  • Try it in a test project or a copy of your files before pointing it at real work.
  • Pin the version you tested, and review changes before updating.
  • Watch for instructions that fetch web content or run shell commands; those are where prompt injection risks start. See our prompt injection guide.
